To be honest, that is do-able (really do-able, actually 10 hours is certainly too much time to get all of that). However, I will lean on the side that says he's a cheater not because he has 10 hours, level 999, azzy staff, and +5 wings, but because of a few other reasons found in your screenshot.

A replay would be nice so we can see the conversation that occurred if there was any.

How is it do-able? 10 hours and you get the couple thousand plat and arc, killed azza, and you happened to get the legendary drop? It took me much longer than 10 hours just to get the wings to drop and i still dont have enough plat and ive have i think 90+ hours, not counting the hours i didnt save.

Some people get Legendary Wings on their first kill. It doesn't happen often, but it can. You can be power leveled to 900 or less in a few hours, then you could easily (If you know people) go into VH Colo and grind out the rest of your lvls as well as getting an average of 200-488+ Plat per go depending on how many people you have with you.

If you have that group for VH and are making it all the way through odds are you can do Azazoth each spawn no problem.

Is it possible to do in less than 10 hours? Yes. Is it likely to happen. I'd say no.
