If it is a scepter of mastery I suggest not looking for it. As sand said it is frowned upon. If it is the God Scepter thing you have to find the evil shopkeeper using reveal from a castle of the gods or the zeppelin shop.

Ah, forgot about that one...for some reason I was thinking about Legion Staff or something....heheh..... I suggest not using Goblin Laboratory Reveal, too small of an area and too short to see much. Using the Castle of the Gods you can use like 9 casts to reveal approx whole map. Turn off the minimap terrain (background) and he should be one of the grey dots, if you see him that is. He's got many spots to teleport to, including in the town. I heard it's like 17 spots or something that he has. Anyway, they can be near the edge of the map, near edges of something else (a ledge, a river, etc) and has the Acolyte model. He's got perma-invisibility, so he can be a pain to find. Just keep looking and you'll find him eventually.
