Actually, this IS (mostly) possible, though BEYOND unlikely. He gets someone else to fill their backpack so the ring drops on the ground (without them getting ownership), and simply never levels up. Stay out of reach of hard creeps for a few days (real-life days, lol) and have a massive cash empire. Stay level one the whole time. Then just hack for a Weapon of Sin, and done! Was this some kind of "low level challenge"...?
You don't even need proof that you said -pstats on that person. The proof is in the stats! No other low-level person would have those stats!
