Int based spell reduction

So, I was thinking how about balancing out pvp a little bit by adding in int based spell reduction? Not sure how it would work, but just a random thought I had earlier.

Edit: Lost 60 million hp vs an ele even with my stupid gear. -_- And that was with 80% reduction from lightning shield. =/

doesnt matter, if he has wings you cant catch him. period. and once it wears off you're screwed. you also dont seem to realize how geared my mr is. ask myz. anyone that has "normal" gear would be screwed and wouldnt be able to kill him, since it still takes me quite a while to even take down a caster. -_-'
